If anybody else is testing Cygwin 1.7 side-by-side with cygwin-1.5 and wants to use Kitty, one easy fix is to simply copy cygwin1.dll from the 1.7 cygwin\bin directory into the kitty directory. You might be able to create a shortcut as described in the puttycyg FAQ:
