Keyboard configuration

What combination of alchemy is required to send EVERY conceivable key combination to the remote server? I can make ctrl+arrows work on PuTTY but not KiTTY, but even then the number pad and various key movement commands are always whacked out. I can't imagine there isn't some standard way to, between the client and server, agree that all my buttons exist? Help?
