folders are not working for me

I'm finding session folders difficult to use. I moved my config to the filesystem and created subfolders in the Sessions folder. When I open the config, they show up in the sessions list as [FolderName] and clicking on them opens the folder. Seems to work OK, if not very elegant. I don't see the folder drop-down that is shown in the manual. Also, the "saved sessions" menu shows the folders using the [FolderName] notation, but there is no submenu, and selecting one of these entries just opens the configuration window. What am I doing wrong?

Why is there a different launcher index? (Launcher folder) Why doesn't the launcher show the same list as "saved sessions"?

The folder drop-down is only available in "registry" mode. If you moved to the filesystem configuration (the "portable" mode) you don't need it anymore.
Launcher index are refreshed from the "saved sessions" index, unless you choose you don't want this behavior.
To disable it you have to add these lines to your kitty.ini configuration file:
[Launcher]
reload=no
