CTRL-F keys send same data as F keys

I'm trying to find a client to use with Byobu on my Linux (Ubuntu) server. Byobu uses F-keys both with and without modifiers as shortcut keys. By entering cat > /dev/null and playing around, what I'm seeing suggests to me that Kitty sends the same data for an F key as it does for CTRL-F key. (Shift and Alt modifiers send different data.)

Is this expected? I'm assuming that since Byobu expects to differentiate between, say F1 and Ctrl-F1, that the client should send different data for these two keys.

Although... now it also appears that Shift-F1 and F11 generate the same keys, at least in ESC[n~ mode. In XtermR6 mode, Shift-F11, F11, and Ctrl-F11 all send the same data.

So.. I gues my question is, is there any way to get Kitty to send unique data for each F-key, Ctrl-F-key, Shift-F-key, and Alt-F-key combination? I can always remap the key bindings on the server side as long as I can get the client to send unique data. (Although if the client sent the data the server was expecting, that of course would be a bonus.)
