Problems with Jumplists when using savemode=dir

I have two systems, one running Windows 7 32-bit and one running Windows 10 64-bit, which both exhibit the same weird issue.

First background. I was using the registry to store KiTTY configuration information but my list of sites was very unwieldy. it was just one long list of 100 system names which took a while to scroll through.
I used the -convert-file option to convert to use the filesystem and then manually organized the session files into directories. KiTTY properly shows this hierarchy in the GUI and I am able to launch sessions from the GUI and from the Launcher without issue.
The jump list, however, is now broken.
If I launch a session that is in the root folder, KiTTY launches it and the jumplist will contain that session. If I click on that session from the jumplist, it will launch a new session.
If I launch a session from one of the subfolders, KiTTY creates a new jumplist that has only the entries run from subfolders. If I click on one of the sessions from that jumplist, it will launch the KiTTY configuration GUI.
If I launch a session from the root folder, it will go back to that other jumplist and the jumplist works as expected.
So, it is creating multiple jumplists but only the jumplist for sessions in the root Sessions folder works correctly.
