Connection refused under Windows 7

Hello,
since the update from Kitty 0.70.01 to 0.70.0.2 (and still with 0.70.0.3) using Windows 7 SP1/64 I'm getting a "Connection refused" message for any outgoing or incoming SSH connection attempt (all within my LAN!).
I havn't change anything on Windows during update (meanwhile I opend explicitly SSH and port 22 in the Windows fir.ewall).
It is an Windows issue since connections from a Linux running on a Virtual Machine on that Windows 7 installation going to another Linux machine in my LAN is Working!
Any hint how to understand whats going wrong and how to solve it?

I am getting the same issues on certain devices. It seems to be a change in the HMAC computation.
I get further along by changing the bug option from auto to for "Miscomputes SSH-2-HMAC keys" under Connection->SSH->More Bugs.
Unfortunately, this breaks other connections that were working without it.
